County Commissioners of Pennsylvania (CCAP)

Emergency Medical Services Study


MCM Consulting Group, Inc. (MCM) completed a pilot program consisting of a comprehensive assessment of emergency medical services (EMS) in Butler, Lycoming, Mercer, Sullivan, and Tioga counties.

The assessment included an inventory of resources, interviews with municipal leaders and EMS service managers, county commissioners, and open meetings with the public in each county.

The final product was a toolkit for agencies, municipalities and counties to aid in the enhancement of recruitment, retention, financial stability and other key issues in EMS.

Workforce Solutions of North Central Pennsylvania

Regional EMS Study


MCM is currently completing a six-county regional emergency medical services (EMS) study under contract with Workforce Solutions of North Central Pennsylvania.

This study will provide both regional and county information. Stakeholders range from small municipalities with small volunteer EMS services to mid-sized municipalities with larger paid services.

Each type of entity faces a unique set of obstacles while also sharing similar obstacles.

This study includes an in-depth review of recruitment and retention, training, funding and financial stability, and workforce enhancement.

The final deliverable will be a regional report with appendices for each county providing details of the assessment and recommendations to help sustain and enhance EMS service in the region and build the emergency service workforce where possible.

Tioga County, PA

EMS Study


MCM Consulting Group, Inc. (MCM) is currently contracted by Tioga County, Pennsylvania to review the current EMS plans, reports, data, and other statistics for emergency medical services in the county and assist with the development of planning and outreach informational packets that is being used to collaborate with EMS and QRS agencies, municipalities, and elected officials to identify areas for improvement.

MCM is developing heat maps and data tables to reflect the current and projected call volumes.

MCM is reviewing all response box assignments and mutual aid companies within the county and outside of the county.

MCM continues to provide subject matter expertise to the Tioga County Commissioners and the Tioga County Emergency Services.

Cedar County, IA

Countywide EMS Study and Implementation


MCM Consulting Group, Inc. (MCM) completed a comprehensive Emergency Medical Services (EMS) needs assessment and developed a strategic plan for Cedar County, Iowa.

This plan delivered clear, actionable recommendations, including the design and implementation of a countywide EMS system.

MCM led an extensive public education and outreach campaign, conducting town hall meetings, facilitating media interviews, and coordinating print communications, to build community understanding and stakeholder support.

These efforts culminated in the successful passage of a county referendum formally recognizing EMS as an essential service and providing funding for a paid, county-wide EMS.

Following this milestone, MCM partnered closely with Cedar County leadership to guide the creation and implementation of a countywide advanced life support (ALS) EMS system, including creating the budget, drafting job descriptions, hiring of a director for the new service, creating policies and procedures, assisting with the purchase of vehicles and equipment and licensure with the state.
