Radio System Needs Assessment and Strategic Plan
MCM Consulting Group, Inc. is currently conducting a public safety radio system needs assessment and strategic plan for Sandoval County, New Mexico.
The needs assessment includes a thorough inventory of all current radio and microwave communication equipment at the public safety answering point and each tower site.
MCM completed an assessment for each tower site identifying tower details, antennas, radio frequencies and other site equipment like shelters, generators, grounding, etc. Interviews were completed with county 911 administration and staff, public safety officials from fire, EMA, EMS, and law enforcement. The interviews were designed to identify strengths and areas for improvement with the current radio system.
MCM also reviewed all related vendor contracts, identifying support and maintenance requirements which identified both shortcomings that required changes to the contracts, as well as significant savings for Sandoval County. MCM reviewed existing radio coverage models and using industry-specific propagation modeling software, developed a plan to increase radio coverage in areas of Sandoval County with minimal or no radio coverage. All information from the needs assessment will then be used to develop a strategic plan to improve and enhance the current hybrid VHF/800MHzradio system for Sandoval County.
The strategic plan will identify immediate needs for remediation and other recommended changes and upgrades and developed according to priority. These recommendations are classified as short-term, medium-term, and long-term.
The project is scheduled to be complete June 30, 2026.
Needs Assessment and Strategic Plan
MCM Consulting Group, Inc. (MCM) is currently performing a comprehensive assessment and evaluation of the New Mexico State Police dispatch center operations and technology infrastructure. Our team conducted in-depth, in-person interviews with the dispatch center administrator and key operational staff to fully understand current workflows, daily challenges, staffing models, performance metrics, and long-term objectives. This operational review included a focused discussion on mutual aid needs and coordination with surrounding agencies. A detailed review and update to existing policies, procedures, and standard operating guidelines was performed. MCM also performed a compensation and staffing study.
As part of the technical review, MCM conducted a thorough inventory and documentation of the existing technology environment within the dispatch centers including capturing the make, model, age, and current installation condition of all critical systems, including the computer aided dispatch (CAD) system, logging recorder, call handling equipment (CHE), paging systems, and any associated radio equipment. MCM performed a high-level cyber security audit of existing equipment, networks and systems. MCM examined system grounding practices against Motorola R56 recommended methods, reviewed radio equipment installations where applicable, and collected complete FCC licensing information along with detailed tower site location data. Particular attention was given to system integration points, configuration settings, and any visible maintenance or reliability issues that could impact 911 operations or mutual aid interoperability.
In addition to the on-site inventory and documentation, MCM performed an in-depth desk analysis of the overall radio system architecture. Using professional-grade RF propagation software, our team will develop accurate models of the expected radio frequency (RF) coverage across your jurisdiction. These coverage models identified current strengths, potential coverage gaps, dead spots, and areas that may require future optimization or enhancement, with specific consideration given to coverage along jurisdictional boundaries where mutual aid operations commonly occur. This data-driven approach provided New Mexico State Police with objectives, actionable insights necessary for informed decision-making and strategic planning. The project is scheduled to be complete June 30, 2026.
